Data created and stored in a Product Family Library is ONLY accessible and reusable within that specific library. This is beneficial in many circumstances to keep your data manageable.
Tip: Use Foundation content within Product Families when a single piece of reusable content applies across multiple Product Families. This makes it easier to maintain the content and will only require that updates are applied in a single location.
